Determining taper angle for Vee Bits

I am new to RhinoCAM and am working to set up my tool library. I feel like a complete idiot for asking for this help, but no review of literature shows an explanation for how to calculate the taper angle for my Vee bits that makes sense to me. The example shows that for a 60 degree bit has a taper angle of 30 degrees. So my question is this:
- Does this mean that....
Taper Angle = Cutting Angle / 2 ie bit with 90 degree cut would have 45 degree taper angle.
Or
Taper Angle = 90 degrees - Cutting angle ie bit with 90 degree cut would have 0 degree taper angle.
Please give me any feedback possible. It will be greatly appreciated.
