Feed Rate Reduction Factors

Under the Feeds & Speeds tab the help for the "Feed Rate Reduction Factors" -> "First XY pass" says:
"This is a percentage of the Cut (Cf) feedrate to use on the first XY cut pass where the toolpath uses the full width of the cutter"
It would would seem like this should be the first XY pass at EACH Z level before stepping over by the Stepover distance in "Cut Parameters" tab. This would be when the full cutter width would be used. Looking at the G-code (and machine behavior) instead what I see is the first COMPLETE Z level cut feed is reduced but subsequent Z levels use 100% Cut (Cf) feedrate for ALL tool paths (first and stepover).
Is this the way is should work? Is there any other way to make the first loop of the tool path at each Z level slower than when the cutter is cutting offset loops(other than some supper inconvenient multiple operation approach)?
