Importing One File Into Another, and The Tool Library

I'm going back through a bunch of files and updating the tool feedrates. Sometimes I will just import the file into my new template with that have the new tools adjusted to the new feedrates.

I would think that any imported file with operations using the same tool would re-associate themselves with the new tool and just require me to go into the operation and change the Feed rates by hitting the load from library.

But it places the imported tools in with the file and doesn't change their names. So I can't delete the old tool and assign the new one to it.

Can there be something done to help this?
