feature request: tool shank diameter definition

could the "create tool" dialog provide an option to define a shank diameter that differs from the diameter at the flutes?
similar to center drills, tools that have a varying diameters (e.g. 6mm at the shank to e.g. 3mm) are quite common, aren't they? .

the aim would be to calculated collisions between part and shank.
since user-defined tools are only for 2-1/2d, this is not an option.

does this make sense?
