clear flats request

As things work now if I create a region and call Horizontal finishing with the Clear Flats option RhinoCAM creates a level for every flat region in the whole model regardless of whether they are within the region. This often results in numerous extra levels for no reason.

So it would be much better if toolpaths that had the clear flats option only looked for flats inside the region they were working in.
