No clearance plane on tapping

As you can see my Clearance plane is N6
Starting in N12 my tap is going from hole to hole and it is doing so at the set approach distance height. I had VM set for clearance plane!
I broke a tap off the first time it didnt clear my pocket and then I set my approach distance reall high to complete the job. Sure doubled the process time though.
What is wrong that it is not returning to clearance plane?
